Ukraine reopens its borders
Ukraine is one again, for a second time, reopening borders on September 28, 2020.
On August 29 Ukraine shut borders for 30 days all tourism and foreign arrivals to help curb rising cases throughout the nation.
Now, as of September 29th, it is confirmed that Ukraine will once again REOPEN borders for tourism. The below country lists and entry rules are accurate and valid for the reopening.
Zones
The Ministry of Health of Ukraine has developed criteria for “zoning” countries depending on the spread of COVID-19 per 100,000 population.
They have created a ‘RED Zone’ country list and a ‘GREEN Zone’ country list.

The “Red Zone” is defined by countries where COVID-19 cases numbers in the last 14 days are higher than cases numbers in Ukraine – or -countries where new case numbers have increased more than 30% in the last 14 days compared to the prior 2-week period.
Tourists entering Ukraine from the “red zone” countries may still be permitted, but need to undergo quarantine for 14 days, OR, take a PCR test at an authorized lab.
The “Green Zone” countries are defined by having less than 40 active cases per 100,000 population – or – lower case rates than Ukraine.
Tourists entering Ukraine from the “green zone” countries do not need to quarantine.
Red Zone Testing
If tourists arrive from a red zone and do not want to quarantine for 14 days, they can also take a PCR test to cancel the quarantine early.
Here is the process:
- Download “Dii Vdoma” mobile app with a Ukrainian SIM card/phone number.
- In the first 24 hours in Ukraine perform a PCR test in an authorized laboratory/clinic
- After taking the test the traveler must self isolate for 24-48 hours to wait for results.
- The authorized lab will forward results to the health ministry.
- The health ministry will upload results to the Dii Vdoma app to the account that matches the traveler (by phone number) and the app will say if the traveler can stop isolation, or if they tested positive and have to complete 14 days of isolation.
NEW: Red Zone Testing Option BEFORE Traveling
On August 1, 2020, residents coming from a RED ZONE country can now bring a negative PCR test with them, no older than 48 hours before arrival into Ukraine, to bypass both the 14-day quarantine and the PCR testing within 24 hours of arrival rules listed above.
The VisitUkraine site states:
“Also, a person can be free from self-isolation in Ukraine in case he/she has a negative test result for Covid-19 by PCR, which was passed no later than 48 hours before crossing the Ukrainian border (starting from 1/08/2020). Installing app “Dii Vdoma” is not required.”
